Retired Vice Admiral Ibok-Ete Ibas, the Sole Administrator of Rivers State, has appointed 11 new permanent secretaries to bolster the state’s civil service. This announcement was made via a special government statement released in Port Harcourt on Tuesday, June 3, 2025, and signed by the Acting Head of Service, Inyingi Brown.
The newly appointed permanent secretaries are:

2. Dr. Mina T. Ikuru
3. Dabite Sokari George
4. Soibitein Duke Harry
5. Lauretta Davies Dimkpa
6. Uche R. Ideozu
7. Chimenum Mpi
8. Jeremiah Egwu
9. Nicholas Iminabo Wokoma
10. Vera Sam Dike
11. Aleruchi Akani
These appointments are part of Administrator Ibas’s broader initiative to enhance public service delivery and improve the welfare of the state’s workforce. Recently, he unveiled plans for the phased rehabilitation of the State Secretariat Complex.
The swearing-in ceremony for the new permanent secretaries will be conducted by Administrator Ibas on a date to be announced.
This development follows the declaration of a state of emergency in Rivers State by President Bola Tinubu on March 18, 2025, which led to the suspension of Governor Siminalayi Fubara, his deputy Ngozi Odu, and members of the state’s House of Assembly. Vice Admiral Ibas was appointed as the Sole Administrator to oversee the state’s affairs during this period.
The appointments signify a step towards stabilizing the administrative functions of Rivers State amidst ongoing political transitions.
