Senator Ned Nwoko has reignited his push for a sweeping agricultural reform with the reintroduction of a bill that proposes the development and management of cattle ranches across all 774 local government areas as well as the Federal Capital Territory. The bill aims to modernize livestock farming, eliminate open grazing, and strengthen national food security. If passed, the legislation would promote value addition, create jobs, and tackle the longstanding menace of herder–farmer conflicts.
This initiative is not entirely new; it builds on earlier proposals by the National Agricultural Mechanisation Cooperative of Nigeria (NAMCON), which revealed plans to establish cattle ranches across every local council. NAMCON envisioned these ranches as integrated hubs featuring essential infrastructure—including mega dams, animal feed reserves, veterinary clinics, and even schools offering both Western and Islamic education. The projects would also include plantations of high-value crops such as mangoes, guavas, and cashews, designed to function through both wet and dry seasons.
Despite the promise, stakeholders have advised a cautious approach. Experts warn that conflicts may arise over land acquisition, as ownership remains a contentious issue. Questions linger over whether local landowners—especially in areas where livestock farmers come from different ethnic groups—would agree to lease their land. Critics stress the need for feasibility studies and thoughtful planning, noting that not every local government may be suitable for ranching due to geographic and social factors.
The renewed proposal underscores an ongoing effort to break from tradition, prioritize structured livestock management, and improve the livelihoods of farmers. It also signals a legislative initiative that, if handled transparently and inclusively, might provide sustainable solutions to age-old agricultural challenges.
